まず結論から。一般提供はすでに始まっています。この記事の初出時点（2026年6月27日）は限定プレビュー中でしたが、状況は変わりました。
2026年7月9日に一般提供が始まった
OpenAI は2026年7月9日、GPT-5.6 ファミリーを限定プレビューに続く一般提供として公開しました。ChatGPT・Codex・OpenAI API を横断して利用可能になり、展開は全世界で始まって24時間かけて順次広がる、と説明されています。
3階層の位置づけも整理されています。Sol が旗艦、Terra は GPT-5.5 に匹敵する性能を持つ低コストのモデル、Luna が最も速く最も安いモデルです。数字が世代を表し、Sol・Terra・Luna はそれぞれ独自の周期で進化していく持続的な能力階層だと説明されています。

ChatGPTでは「思考の深さ」として現れる
ここが分かりにくい部分です。通常の ChatGPT の会話では、GPT-5.6 はモデル名として選ぶのではありません。思考の深さ（reasoning）の段階に割り当てられています。
速い応答の既定は GPT-5.5 Instant のままです。そのうえで、Medium・High・Extra High が GPT-5.6 Sol、Pro が GPT-5.6 Sol Pro に対応します。対象プランでは、複雑な要求に対して ChatGPT が自動的に思考を深める動きもあり、モデル選択では Instant から Medium への切り替えとして見えます。この自動切り替えは設定から入切できます。

ログアウト状態の利用者は GPT-5.6 Sol を使えません。Business と Enterprise のワークスペースでは、管理者が利用できるモデルを制御できるとされています。

Work・Codex・APIでは3モデルとも選べる
通常の会話と、その他の経路では扱いが違います。GPT-5.6 Terra と GPT-5.6 Luna は、通常の ChatGPT の会話では選べません。
一方で他の経路では3モデルとも使えます。ChatGPT Work では Plus・Pro・Business・Enterprise が Sol・Terra・Luna を利用可能。Codex では Free と Go が Terra を、Plus 以上が Sol・Terra・Luna を利用可能。OpenAI API では Sol・Terra・Luna がすべて利用可能です。
Codex を使う場合はバージョンの条件があります。ChatGPT デスクトップアプリ（Codex モード）は 26.707.30751 以降、Codex CLI（コマンドを打ち込んで使う版）は 0.144.0 以降が必要とされています。
地域については GPT-5.6 固有の対象国リストは無く、ChatGPT のアクセスは ChatGPT の対応国・地域、API のアクセスは API の対応国・地域に従うとされています。

一般提供までに何があったか
いまは普通に使えますが、公開直後はそうではありませんでした。この経緯自体が、いまのAI業界の構図を示しています。
米政府の要請による限定プレビューから始まった
GPT-5.6 が最初に公開されたとき、使えたのは開発者向けの API と Codex を通じた、政府に共有された少数の信頼できるパートナー・組織だけでした。ふだんの ChatGPT からは呼び出せない状態です。
理由は米政府の要請でした。OpenAI は、政府に参加を共有した少数の信頼できるパートナー向けの限定プレビューから始め、そのうえでより広く公開すると説明しています。

背景にあった大統領令と、OpenAIの立場
この動きの土台には政府の新しい枠組みがありました。2026年6月2日に署名された大統領令14409が、AI企業と自主的な枠組みを設計するよう政府機関に指示しています。その中身は、指定された「covered frontier model」を他の信頼できるパートナーへ出す前に、最大30日間、政府がモデルにアクセスできるというものです。同じ条項には、これがモデルの開発・公開・配布に対する義務的な許認可や事前審査を新設するものではないとも明記されています。
ただし OpenAI は、この扱いを恒久化することには明確に反対の立場を示していました。こうした政府を通すやり方が長期的な既定になるべきだとは考えていないという一文です。実際、限定プレビューは数週間で終わり、一般提供へ移行しました。この記事の初出時点で「数週間内の予定」とされていた見通しは、そのとおりになったことになります。

同時期のAnthropic Fable 5・Mythos 5停止との比較
GPT-5.6 の限定提供は、単独の出来事ではありませんでした。同じ時期に、Anthropic の最新モデルも米政府の関与で使えなくなっています。2社を並べると構図が見えます。
Fable 5・Mythos 5は米政府の命令で停止した
Anthropic は2026年6月12日、米政府の輸出管理指令を受けて、最新の Fable 5 と Mythos 5 を全世界で止めました。命令が求めたのは、米国の内外を問わず、外国籍のすべての利用者のアクセスを止めることです。Anthropic で働く外国籍の社員も対象に含まれていました。
Anthropic 自身は、限られたジェイルブレイク（AIの安全制限をかいくぐる手口）が見つかったことを理由に、数億人が使う商用モデルを丸ごと引っ込めるのはやり過ぎだと反対の意を示しています。なお停止したのは Fable 5・Mythos 5 だけで、他のモデルには影響しないとされました。この輸出管理は2026年6月30日に解除され、Fable 5 は翌7月1日から全世界で提供が再開されています。経緯はClaude Fable 5の復活記事で扱っています。

共通するのは「安全保障を理由としたアクセス制御」
2社に共通するのは、国の安全保障を理由に、最先端のAIに誰がアクセスできるかを国がコントロールしているという構図です。どちらも性能が低いから止められたのではありません。むしろ性能が高く、サイバー攻撃のような分野でも強力に使えるからこそ、誰に・いつ渡すかが管理の対象になりました。
現れ方は正反対でした。OpenAI は公開の前に渡す範囲をしぼる「事前」型で、数週間後に一般提供という出口がありました。Anthropic はすでに公開したあとで命令を受け、即時に止める「事後」型です。
利用者の体感でいえば、GPT-5.6 は「もう少し待てば使える」、Fable 5 は「使えていたのに急に止まった」という違いになります。どちらも現在は解消していますが、同じことが再び起こりうる構図は残っています。
2社のアクセス制御の対比（当時）
まとめ：使えるかどうかは「プランと経路」で決まる
現在の答えは単純です。GPT-5.6 は一般提供されています。使えないとすれば、理由は規制ではなくプランと経路です。
確認する順番はこうなります。まず通常の ChatGPT 会話なら Plus 以上が必要で、Free と Go は対象外です。次に、Terra と Luna を使いたいなら ChatGPT Work・Codex・API のいずれかを選ぶ必要があります。そしてCodex はアプリやCLIのバージョンが古いと出てきません。それでも表示されない場合は、段階的な展開でまだアカウントに届いていない可能性があります。
一方で、公開当初の経緯から持ち帰るべき点も残っています。規制や安全保障の判断によって、提供が遅れたり急に止まったりすることはありうるという事実です。ChatGPTのモデルの選び方とClaudeの全体像を押さえて、大事な作業を2つ以上のモデルで回せるようにしておく。この備え自体は、GPT-5.6 が普通に使えるようになった今も価値が変わりません。
