NVIDIAがPORTS-Pikeの用地と電力を確保
今回の発表で目を引くのは半導体メーカーが土地と電力の側から動いた点です。
初期4.25IT-GWと残り3.75IT-GW
NVIDIA は SB Energy との提携で PORTS-Pike の用地・電力・建屋（LPS）を確保しました。同社が自社のAIファクトリーを独占的に置くための枠取りです。 初期の展開は 4.25 IT-GW 分の容量を想定しており、残る 3.75 IT-GW を取る選択権も持ちます。合わせて 8 IT-GW になります。IT-GW はデータセンターのIT機器が消費する電力で数えた容量の単位で、発電設備側のギガワットとは別の数え方です。中に入るのは同社の DSX AI ファクトリー基盤、つまり GPU・CPU・ネットワークを一式にまとめたAIデータセンター向けの標準構成です。
この確保を支えるのが信用供与です。NVIDIA のプレスリリースは「用地・電力・建屋の整備に信用支援を提供する」とだけ書いており金額を出していませんが、UPI は最大1050億ドルの資金供給だと報じました。額そのものは公式リリースに無い数字です。報道由来として扱います。

SB Energyへ15億ドルを出資する
信用供与とは別に NVIDIA は SB Energy へ15億ドルを出資します。既存の出資者であるソフトバンクグループと OpenAI に加わる形です。インフラを借りる側にとどまらず開発会社の株主として入ります。

OpenAIが8ギガワットを借りる
借りる側の OpenAI も同日に発表を出しています。
20年リースで借りる契約になっている
OpenAI は PORTS-Pike でおよそ 8 ギガワットIT を確保する契約を結びました。SB Energy が建てて所有し運営する施設を20年のリースで借ります。20年という長さで計算資源を押さえたのがこの契約の特徴です。 用地は運転を終えたポーツマス・ガス拡散工場の跡地とその周辺を再工業化して使います。開発は AEP Ohio、米エネルギー省、米商務省と組んで進めます。

計画されている容量は2028年から段階的に立ち上がる見込みです。一度に全量は動きません。

地域には何が約束されたか
この規模のデータセンターでは電気と水と雇用がそのまま地元の関心事になります。
AEP Ohioと組む送電網の費用は誰が払うのか
いちばん明確に書かれているのがここです。データセンターに電気を送るための送電網の増強と新しい送電線の費用は SB Energy が全額負担します。 その費用をオハイオ州や周辺地域の電力利用者へ付け替えることはない、と OpenAI は明記しました。電源側では SB Energy とソフトバンクが少なくとも10ギガワットの新しい発電設備を建てます。この発電量が 8 IT-GW のAIファクトリー容量にあたります。同じ枠組みで両社は AEP Ohio と組み、地域の送電網へ少なくとも42億ドルを投じます。NVIDIA はこの提携を電力利用者を保護する設計だと説明しています。

建設で3万5,000人の雇用が生まれる
雇用は2032年までの6年間の建設期間に3万5,000人、稼働後の長期雇用に2,500人が見込まれています。地域向けの資金では SB Energy が先に発表していた4,000万ドルの基金へ OpenAI が同額を上乗せし、合計8,000万ドルになりました。使い道は学校・治安・医療・職業訓練・住宅など住民が挙げた優先事項に沿って決めます。さらに OpenAI はオハイオ州の大学生全員が使えるよう ChatGPT 経由の Codex クレジットを8,400万ドル分提供します。

冷却の水は循環させて使う
データセンターの水消費は各地で争点になってきました。今回は密閉循環の空冷方式を採り、冷却塔で水を消費し続ける方式は使いません。満水にしたあとの継続的な使用量は同じ人数が働くオフィスビル程度になる見込みです。OpenAI は設計が固まった時点で想定水使用量を公表するとしています。
